Assuming you're laying over at Narita and not Haneda? It's a good 1.5 hours to get into the city after you've bought tix and waited for the train or bus. Narita Express tix are JPY 6000 (Cdn $65) return. . I guess you could go into the city (to Shibuya or Shinjuku) to take in the sights, depending on what night you get there most shops close by 9 pm. Then you have to decide if you'll sleep in the city or get the train back. If you want to go back to Narita the last Narita Express leaves Shinjuku at 10 pm. I am not saying you shouldn't do it, but it is a bit of an effort, inconvenient and not cheap. If you're flying into Haneda, it's much closer to the city.

If it's Narita, and if you haven't spent much time in Japan before, the town of Narita is worth a few hours of strolling around and eating. The old narrow streets leading to the big old temple are full of interesting snacks, souvenirs and crafts.

Narita town and Narita-San temple and special kaiseki meal followed by lots of beer
Scott
If beer is too expensive, kaiseki-riori is probably out too.

Things to Do During a 16-Hour Layover in Tokyo
Tokyo, the vibrant capital of Japan, offers an incredible array of experiences, even for those with a short layover. If you have a 16-hour layover in Tokyo, you can make the most of your time by exploring some of the city's iconic sights and immersing yourself in its unique culture.
Sensoji Temple and Asakusa
Start your adventure by visiting the historic Sensoji Temple, one of Tokyo's most famous and colorful Buddhist temples. Stroll through the lively Nakamise shopping street, where you can find traditional Japanese souvenirs, snacks, and street food. The nearby Asakusa district is a charming area with a traditional atmosphere, perfect for exploring on foot.
Shibuya Crossing
No visit to Tokyo is complete without witnessing the famous Shibuya Crossing, known as the "scramble crossing." This iconic intersection is a bustling hub where thousands of people cross at every light change, creating an incredible display of organized chaos. Grab a spot at the Starbucks overlooking the crossing for a bird's-eye view of the action.
Harajuku and Takeshita Street
If you're interested in experiencing Tokyo's vibrant youth culture, head to the trendy neighborhood of Harajuku. Wander through the colorful Takeshita Street, lined with quirky fashion boutiques, cafes, and street food vendors. Keep an eye out for the eclectic fashion styles of the local youth.
Imperial Palace Gardens
For a peaceful respite from the city's energy, visit the Imperial Palace Gardens. These beautifully landscaped gardens offer a tranquil oasis in the heart of Tokyo. Stroll along the tree-lined paths, admire the traditional Japanese architecture, and soak in the serene atmosphere.
Night Views from Tokyo Skytree
If your layover extends into the evening, consider visiting the Tokyo Skytree, one of the tallest towers in the world. Take the high-speed elevator to the observation decks for breathtaking views of Tokyo's skyline at night. The illuminated cityscape is a sight to behold.
Remember, with a limited time frame, it's essential to plan your itinerary carefully and consider the transportation options between destinations. Tokyo's efficient public transportation system, including trains and subways, can help you maximize your time and explore as much as possible during your 16-hour layover.
