Where are the best places to eat in Seoul for a mid-March visit?

I love Seoul and use to go a couple times a year for work! I recommend staying in Myeongdong (Downtown) I liked staying at the Ibis Myeongdong - no frills but the standard Western comforts and location is fantastic. You are right by great food and shopping

It was 5 yrs ago and most names were in Korean but basically any busy BBQ joint or Kimbop place. There are an insane amount of restaurants there. Also, go for BBQ clams, Dak Galbi, and Gam ja Tang. Stick to Korean food, most other ethnic food there is average at best.

If you want a lively atmosphere and good fun I would stay in hongdae. You also must try dak galbi. Just ask the locals for best Korean restaurants in your area.
