try James Bay Tearoom - funky little restaurant/tearoom behind the legislature building - afternoon tea about $20 - about half the price of all others - food is good and is our go to place in Victoria for breakfast

The Empress Hotel ....aka The Queen's Hotel... she apparently stayed / ate there- then a horse & carriage ride around old Victoria town is a must to do.

If you only do it once ...it is worth every penny - I did High Tea at Harrods in London England -22 years ago - and that memory will never be forgotten. I also saw Celine Dion - front row seats in Vegas- - I was "in the show " with her - could feel her breath I was so close - spent $ 500 for the seats- looking back....worth every penny.

Walk out the breakwater at Ogden Point with the locals.... Stroll around Beacon Hill Park, peer in at the Petting Zoo..... Visit the 5 seals at Oak Bay Marina (where you can feed them) or Fisherman's Wharf (where you can't)..... Walk from downtown. over the bridge and along the waterfront to Head Street in Esquimalt, or vice versa.
Time it right and stop at Spinnakers for lunch on the way.... Walk around the Cedar Hill golf course and feed the ducks (hen scratch, NOT BREAD) at the north end.

Butchart Gardens for a walk and their dining room for high or afternoon tea. It's a full day. Saturday nights in the summer fireworks show. Super amazing.
