Try packages that fly out of Seattle. We went to DR in October we got a pkg out of Seattle had a 1 hour layover in Miami. There weren't any direct flights from Vancouver if we had flown out of Vancouver there would have been a 12 hour layover in Toronto and even with exchange it was $600 cheaper per person
