We got to Italy and bought Wind Mobile SIM cards for our phones for 25 Euro with 5 giga data, 500 min calling and unlimited texts. We used Google maps for a week all day and used only about 2 gig. So for 50 Euro you can get two phone numbers to use in Italy and some regions in France.

I used my Rogers roam like home With Google Maps. Not only did I get up to date map/construction/marathon information better than any GPS company, I had transit information which were correct to the minute. Europe is really on time.
Before roam like home, I got data plans in Italy. €35 got me a SIM card and 3GB. You just need a passport for them to photocopy.
Carrying less is better for Europe, especially with their tight spaces and number of people around.
Note that when in Europe, if you're in an historic area, no GPS will be completely accurate because of the narrow streets and medieval buildings blocking signal to satellites. Most historic area only allow local vehicles. Motorways are also toll between cities.

For the car I downloaded a Garmin map of Europe onto a SD card. For the foot I downloaded maps.me for iPhone and bookmarked all attractions, food, shopping, accommodations and synced to companions iPhones too.

You can download whichever areas you want on google maps, and then use it offline. Works for finding directions and even searching places like restaurants.

maps.me works great - download the maps you need when connected to wifi and then you can use them anytime, without data/wifi.

I downloaded maps from Garmin for Europe and they were off by 20 metres. So everywhere we tried to drive, the GPS kept trying to put us back on the road. We ended up using paper maps. I was refunded from Garmin upon our return to Canada. If I did it again. I would just buy a GPS in Europe upon arrival since it would be loaded there.

GPS isn't reliable in Europe because of their medieval architecture and buildings. On top of that NATO nations can't have accurate pin points available to the public for security reasons. Hence why everything was off a bit. In North America, the roads are far enough from one another to 'snap' on to what makes sense on the system.
