We just paid at the gate when we went, no line up to pay. there's not a lot of deals in Japan. The rides were lined up though, but you can avoid by going in the singles line ups.

I don't think they discount them or actually sell them anywhere else. Disney Sea is the only Disney not actually owned by Disney so don't expect many discounts. Also the food there is terrible...
