I'm in Oaxaca City as I type, flewn in from Mexico City. Both are beautiful but Oaxaca would be my choice hands down. Smaller, more affordable, more walkable and very safe. The culture and arts are amazing.

As a Mexican myself, if you like the city, museums, old buildings, and aztec ruins, definitely Mexico City (I do recommend getting around with a local/hiring a guide; Teotihuacan and the National Musem of Anthropology are must). Oaxaca is nature, Zapotec and Toltec ruins, traditional cuisine, and yes, lots of walking, and less urban areas in general. I do recommend visiting the petrified waterfall "Hierve el agua" and the ruins of Monte Alban.
