Need Travel Insurance for a Non-Resident Canadian in Canada and the U.S.?

I am looking for travel insurance for a family member visiting Canada and the U.S. They are a Canadian citizen, but no longer a resident of Canada. Places like Blue Cross only offer coverage if you have an existing MSP plan, which you must be a resident for. Any advice would be appreciated.

Will cover USA portion as long as the stay there is less days than in Canada.
Allianz and RBC are good choices
