If you are on their phone system (i.e. utilizing their cell phone towers) I believe you will get through to emergency.
If you are calling via a wifi or VOIP connection, I’m not sure

You should be able to dial 112 from your Canadian phone. It syncs with their networks even if you choose not to use it. You can call your network provider to check what coverage your phone will be open to before you leave.

112 is the generic emergency number in all of Europe. It should work on any phone, similar to 911. The local numbers should also work if you’re on a French network.

The iPhone also has an emergency call button (from the lock screen) which should work anywhere. You may have to turn the feature on in your settings (?).

How to Call Emergency from Your Canadian Phone Overseas

When traveling overseas, it's important to know how to call emergency services in case of an emergency. If you are in France and need to call emergency services from your Canadian cellphone, you would dial 112. This is the universal emergency number that can be dialed from any mobile phone, even if it is locked or without a SIM card.

It's important to note that different countries have different emergency numbers, so it's always a good idea to research the emergency number of the country you are traveling to before you go. In France, the emergency number is 112 for all emergencies, including police, fire, and medical.

So, to answer your question, no, you would not dial 17 from your Canadian cellphone while in France. Instead, you would dial 112 for emergency services.

It's always a good idea to program the local emergency number into your phone before you travel, just in case you need to call for help quickly. Stay safe and be prepared!
