I have used Costco US multiple times in Vegas and other places and not once asked for my card. You would need to reserve it under your friends name though as they have to use their credit card when signing for the car.
Technically Costco US car rental is only for US residents but I have never had an issue.

Can anyone advise on the logistics of renting a car through the American Costco website when the driver is not the card holder.
I often use the Costco site when I book for myself, and was going to book a car for a friend. I don't think in the past rental companies have asked for my Costco card. Anyone else?
