Look at the now and dreams resorts. Their kids club is awesome and takes ages 3and up, most in Mexico start at age 5.

The Disney Aulani resort on Oahu was fantastic! We stayed for 10 days, and were able to get the breakfast package, which saved a lot of money. We also cabbed it to Costco, which was close to Target and stocked up our room with food and beverages from both places. Also, on the resort are BBQ pits, so you can easily prepare meals. The dollar stinks, but we were able to have a fabulous vacation because a seat sale had brought the vacation costs down considerably.

Hard Rock in Dominican. Actually any Hard Rock is amazing but the one in DR has an awesome games room, kids club and wicked pools and waterslide for the kids.

I'm a big fan of Dreams Resorts for families but price-wise, it depends when you are thinking of going though, it can fluctuate quite a bit.

Azul ixtapa...not the grande. Kid friendly with waterpark, playground, mini golf and a rock wall up the side of the hotel. 4 star that is inexpensive compared to the other places and being on the pacific coast of Mexico it is authentic and kids get a great experience.
