Been to both and had great accommodations in both...Chedi Home in Chiang Mai (nicest people, great breakfast included + a pool) and Sairee Cottages Koh Tao...right on the beach, awesome pool, modern rooms. Enjoy!

There is no beach in Chiang Mai...it's about a one hour flight North of Bangkok.

Dusit Buncha in Koh Tao was amaaaazing. We found it through air bnb and it was under $30 per night. I it has an infinity pool and the view from our room was incredible. Also, on the little dock at the bottom there are boats that take you across to 3 smaller islands connected by sand, so super easy to do day trips for snorkeling etc. They don't have their own beach as they are up on the hill, but we found the trip across made it totally worth it.

I stayed here last summer and loved it. Its a ways out of town, but has free regular shuttles. https://www.jamahkiri.com

The Inside House in Chang Mai is 5 star, new, amazing. Inside the walled city hence the name. Highly recommended
Colin
Not many beaches in Chiang Mai
Emilie
there are sooo many nice hotels in chiangmai... do you want to be within old town, do you want a pool or breakfast? this will help narrow it down

we were at Koh tao about 16 months ago and stayed at Montalay beach resort. Good snorkelling right there. If you want an AC room book it beforehand as it is pricey if you upgrade at the hotel. It does have some hills but not bad if you are mobile. You can charter a longtail if you want to do the various snorkel beaches in your own group. We weren't there for the bars etc so it was a good option for us. Ther are other restaurants down the beach. Chiang Mai has everything you want, a full range of options. I was there for a month last fall and enjoyed it. The old city is popular for tourists, lots of temples, restaurants great street food and night markets. https://www.facebook.com/permalink.php?id=1153734538171135&story_fbid=1213078762236712
