If you come to Hanoi, just walk around the Old quarter and you will see many tour agencies. They offer a wide range of tours including cruise tours in Ha Long bay. You can select your preferred one depending on your budget, from low cost to luxurious. Unfortunately all the rooms on cruises are for two persons, which means that you may need to pay double.

There are LOTS of options for Halong Bay and it's easy to be overwhelmed. But if you know what you want, you can easily filter most of it out. I was traveling solo and arranged mine through my hostel. I had a very good experience. It was cheap and geared to budget backpackers. It included the boat trip, meals and the overnight stay was in a dorm. Be attentive to what is being promised and get it in writing if possible. Some people on my trip assumed it was private rooms for everyone and they were NOT happy about it! Once you talk to one or two outfits, you'll get a sense of what's being offered. You can haggle on the price as well.
