Resort destinations like this are usually more expensive in March because of all the spring breaks. If you could go last week of feb or first week of April, you will see cheaper rates. Or somewhere else warm, that's not in such demand at that time.

Avoid spring break for best deals, and/or stick with adult only. to avoid kiddies! There are some new ones out there, that may offer some good value..

Easter is early April so will also be expensive. We just returned from Dreams Huatulco. Very good. Secrets is their Adult only version.

Riviera Maya, hotel -grand sunset princess. Close to playa del Carmen, where you can take a quick ferry to Cozumel for the day.

I haven't but it's usually cleared by all the hotels in the morning. Some floating throughout the day, semi-concentrated areas. No issues around feb/March last year

Not super cheap but the Excellence resort in Punta Cana is a dream come true. They also have a location in Mexico.
We went to the DR location for our honeymoon and we still think of it often. It was a 10/10.
